He was born 8 September 1878 at Brampton Bierlow, a son of Joseph Vollans and Hannah (formerly Jackson).
He was living with his parents in the 1881 census when he was aged 2 and born at Brampton Bierlow.
In 1891 he was at home with his parents, aged 12 and born at Brampton Bierlow.
In the 1901 census he was at home with his parents, aged 22, a coal miner (hewer) and born at Brampton.
He married Mary Ann Shaw in the September quarter 1902.
He died 1968.
Fred and Mary Ann's children were:
Ella Vollans (1904 - 1986), birth registered in the December quarter 1904. She died in 1986.
Arthur Shaw Vollans (1906 - 1982), birth registered in the June quarter 1906. He died in 1982.
